Issues facing voters in November

 

The Nov. 2 general election ballot will lead with the race for the reelection of George W. Bush as President and will include our Republican Congressional and Legislative candidates.  The ballot will also include 15 California Proposition measures.
 

The California Congress of Republicans (CCR) proudly announces the following endorsements voted upon at our  August 6, 2004 convention in San Diego, California.  In order to received a Support/Opposed  position from CCR a 2/3 voted was required by the delegates.

 

Proposition 1-A SUPPORT SCA 4 (Resolution Chapter 133, Statutes of 2004). Torlakson. Protection of Local Government Revenues.

 

Proposition 59 SUPPORT SCA 1 (Resolution Chapter 1, Statutes of 2004). Burton. Public Records, Open Meetings. Legislative Constitutional Amendment.

Proposition 61 NO POSITION  (SA03RF0033, Amdt. #1-S). Children's Hospital Projects. Grant Program. Bond Act. Initiative Statute.


Proposition 62 OPPOSED (SA03RF0031, Amdt. #1-S). Elections. Primaries. Initiative Constitutional Amendment and Statute. 


Proposition 63 OPPOSED (SA03RF0036). Mental Health Services Expansion, Funding. Tax on Personal Incomes Above $1 Million. Initiative Statute.  Mental health — Levies a 1% tax on the income of millionaires to finance expanded mental health services.

Proposition 64 SUPPORT (SA03RF0051). Limits on Private Enforcement of Unfair Business Competition Laws. Initiative Statute.  Business — Limit’s a citizen's right to sue under unfair business competition laws to situations in which the individual has suffered actual injury or financial loss due to an unfair practice.
 
Proposition 65 NO POSITION  (SA03RF0067). Local Government Funds, Revenues. State Mandates. Initiative Constitutional Amendment.  Local governments — Requires voter approval any time the Legislature wants to reduce state funding to cities, counties and special districts

Proposition 66 OPPOSED SA03RF0047, Amdt. #1-S). Limitations on "Three Strikes" Law. Sex Crimes. Punishment. Initiative Statute.   Crime — Amends the state's "three strikes" law to require that a crime be a violent or serious felony in order to qualify as a strike and imposes more severe penalties for sexual crimes against children.

Proposition 67 OPPOSED (SA03RF0043). Emergency Medical Services. Funding. Telephone Surcharge. Initiative Constitutional Amendment and Statute.  Emergency — Adds a 3% surcharge on telephone use to provide additional money for hospital emergency services and training.

Proposition 68 OPPOSED (SA03RF0059). Non-Tribal Commercial Gambling Expansion. Tribal Gaming Compact Amendements. Revenues, Tax Exemptions. Initiative Constitutional Amendments and Statute.  Gambling — Requires Indian tribes that own casinos to contribute 25% of their slot machine revenue to state and local governments. If they refuse, 11 card rooms and five horse-racing tracks would gain the right to 30,000 slots and would pay 33%, or roughly $1 billion a year, primarily to local government.

Proposition 69 SUPPORT (SA03RF0065). DNA Samples. Collection. Database. Funding. Initiative Statute. 

Requires felons to provide a sample of their DNA for storage in a law enforcement database and authorizes local authorities to take such specimens from individuals arrested on suspicion of rape or murder. 

Proposition 70 OPPOSED (SA04RF0005, Amdt. #1-NS). Tribal Gaming Compacts. Exclusive Gaming Rights. Contributions to State. Initiative Constitutional Amendment and Statute.  Pushed by a Palm Springs Indian tribe, it would grant tribes unlimited casino expansion rights on their land. In return, tribes would pay the state 8.84% of their net profit.

Proposition 71 NO POSITION  (SA03RF0055, Amdt. #1-NS). Stem Cell Research. Funding. Bonds. Initiative Constitutional Amendment and Statute.  Research — Establishes a constitutional right to perform stem-cell research and authorizes a bond issue of up to $3 billion to finance research.

Proposition 72 OPPOSED (SA03RF0049). Health Care Coverage Requirements. Referendum.  Health — A referendum to overturn a law requiring employers to provide healthcare insurance for uninsured workers.
